Irish gambling framework

The Gambling Regulation Act 2024 establishes the Gambling Regulatory Authority of Ireland and a licensing framework for betting, gaming and certain lottery activities. Commencement and licensing are phased. The precise authorisation for a lottery product depends on its structure and launch timing, so current GRAI, District Court, An Garda Síochána and Revenue requirements must be checked before operation.

Core player-protection expectations

A production operator should implement fair and transparent games, protection of children and vulnerable people, safer-gambling tools, advertising and inducement controls, complaints handling, record keeping, account and funds safeguards, and measures preventing gambling from supporting crime.

Age, identity, AML and source of funds

Real-money operation requires risk-based customer due diligence, age and identity verification, sanctions and politically exposed person controls where applicable, transaction monitoring, suspicious-activity escalation, record retention, and enhanced checks for higher risk. Exact duties depend on the licensed activity and the Criminal Justice (Money Laundering and Terrorist Financing) Acts.

Payments

This demo uses Stripe test mode only. A production operator must use permitted payment methods and controls. Current GRAI player-safety guidance states that credit cards and payment methods funded by credit cards are prohibited for licensed gambling; therefore this prototype's test-card flow must not be treated as a production payment design.

EU and Irish digital obligations

Applicable requirements can include the GDPR and Irish Data Protection Act 2018, ePrivacy rules for cookies and electronic marketing, consumer and unfair-commercial-practice law, cybersecurity and payment rules, and accessibility legislation implementing the European Accessibility Act. Scope and exemptions require case-specific assessment.

Launch-readiness warning

Before accepting money, the operator would need confirmed corporate and licensing status, approved game rules and return-to-player methodology, certified technical controls where required, KYC/AML operations, safeguarding and exclusion processes, segregated-account and payout arrangements, incident response, complaints and dispute procedures, tax advice, supplier contracts and regulator-approved disclosures.
